Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

How many churns = "repeatedly"?

+1. They also have time restrictions when moving some of the credit.

Did you cancel the first one? What rationale did you use for why you needed another one? Or did they not ask you any questions?

I believe the logical thing to do would be to first apply for a second and then close the first. Otherwise, how would you explain reopening a card you had for a month and then closed a few days ago.

Regarding closing account to avoid AF this is a SM I got,

If you close your account with in 37 days of the membership fee being billed you will receive a full credit if it is past 37 days we will prorate the membership fee.
