Check out their quite easy and powerful content restrictions.
Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

Actually, I was wondering about that.
Usually an unblock request to Techloq is answered in 30 seconds.
Recently I had a few that took 5 minutes!
Why would that be?
It seems they are being more careful and sending more questionable content to humans instead of computers. Just a guess..

Im looking into using a router as my filter, it appears that many of them offer their own parental controls, which allow for whitelisting, which suits my needs since i only need very limited access, (for more specific filtering it wouldnt necessarily be good enough).

It depends on the level that you want: these types of filtering usually cannot filter anything within the site...

Is there anything i should be aware of when purchasing a router and if this is a safe method?

You should be aware that no it isn't very safe: you can connect to any other internet easily. (that's besides for the fact that anyone with physical access to the router can reset it. (also as stated above - the filters aren't very accurate)

I need very very few sites, email and 2 others. I have no need to filter addresses within the sites. I realize that you can connect to other wifis easily, but thats only if there are any other around you.
When you say that you can reset it, are you sure? it seems that all the settings are controlled by a suite on a connected device, can i reset it just by pressing a button?

Use Applock if you need no filtering within apps. Easy and free.

Filter or block?

For a block, you can contact your local TAG or https://www.kosherlgclassic.com/ (by @Kosher_Cellutions). Or you want to (somewhat) filter it you can do it through ADB (as seen here https://www.apps4flip.com/lgclassicflip/)

A contact filtering solution is not available.

I believe all "official" filters will disable hotspot. (If you remove the browser using ADB hotspot will still work.)
