We are all considered to be living in spiritual Exile until Moshiach comes to gather the dispersed Jews and bring us to Israel.

Let's just say for now (maybe I will get to this later) that physical and spiritual (or should it be called metaphysical?) lines could be blurred.

Even the ones living in Israel are in galus, until the ultimate redemption with the coming of Moshiach and rebuilding of the holy temple, when the revelation of Hasem will be visible everywhere. It's not just a sovereign state that we are waiting for.
