Like I said earlier, they don't actually take money away for accepting a cc for .01
They just don't give you anything.

Are you referring to Sprint? They always had a $1 min. but if you have service with them you probably owe them money anyway. I make 5 $1 payments on each card toward my bill.

I dont know whether anyone has previously mentioned it but for my reward checking account I have been doing $.01 Paypal payment to a friend 10 times per month and I have even made a macro to do it automatically 10 times.  It is quick and easy! Check out imacros extension for firefox to set up a macro to make your payments.

Been doing it for more than a year and have had zero problems!!! I think $.10 per month is well worth spending to earn 3.25% on my money in today's economy.  (It was 4% but now only 3.25%)
