Unless you live in LA (which is anything but frugal) that would leave good chunks of the year where this isn't practical.

While it's true relying on outdoor exercise equipment is very location reliant, I'm currently in the American NE and aside from being a bit nippy, it's beautiful weather. But again, very location dependant and not reliable throughout the year, so point definitely taken.

just called my local home Depot they said this is not the case do they have this in writing somewhere

The people at the counter have no clue. The computer system automatically calculates it based on open time. The quote from the computer is what you'll pay not what the rep tells you. Multiple friends have done it multiple times.

If you rent a Home Depot truck within the last 1.25 hours before closing and return it at opening, you get it for the whole night at the 1st 75 minute rate.

For people who click and purchase every deal, make a whitelist of things you can stock up on or need and only buy items on sale that are in your whitelist.
