While I see several Chabad Rabbonim, I only see Chabad mentioned in the symbol on Bahamas and Puerto Rico.AFAIK Chabad should not be mentioned, so I'd be extra careful with those that do.

Shluchim that aren't listed
Many shluchim get additional income as mashgichim in factories for national (or Heimishe) hashgochos. Giving their own Hechsher is a totally different issue. IF they are qualified, they might do it not under the Chabad name. For example see Nemes from Louisiana, even though cRc has him listed as Chabad, the Hechsher doesn't mention it or present itself as such.
The way I read it (as someone who doesn't know Chabad policies) is that CRC looked into these specific shluchim (not sure why they on the CRC radar) and they are testifying that they are up to CRC standards. If I would go to the Bahamas I would have no problem eating at the restaurant based on this.
