What exactly does the monitor say when the video cable is not connected versus what it says when it's connected to your desktop? Based on what you wrote so far, it seems like you put it in extend mode (rather than clone or single monitor). You say it seems you can move the mouse into the second monitor. IIRC, there is a tool from AutoIt called au3info.exe that will tell you the current mouse coordinates. Download it to confirm if you really moved the mouse to the second monitor. Here's one possibility I thought of: you may have the second monitor set to a resolution it does not support. With modern monitors, you should be prevented from doing so because Windows gets information from the monitor about what resolutions are supported, but it's possible to override that (or it's possible you are using an older monitor). Try adjusting the resolution and refresh rate of the second monitor. Start with lower resolutions and if it works, go up from there, or check your monitor's documentation to find out the resolutions and refresh rates that are supported.
When plugged in it says: "There is no signal coming from the computer. Press any key on the keyboard or mouse to wake it up.", and then it goes to sleep.
When not plugged in it just says: "Dell Self Feature Check", and shows a bar of red, green, blue, and white.
I just tried all of the resolution options for the second monitor, but it still doesn't work. I can change it to Duplicate the display instead of Extending it, but that doesn't work either.
How do I change the refresh rate?

Although that is possible Its not probable. try unplugging and plugging back in both the power and the video cables and restarting the computer, you can also install the drivers from the CD that comes with the monitor
I tried unplugging and restarting. I don't have the CD but I downloaded the drivers from Dell and installed them, and nothing changed.
