My conclusion, after some thought, is that it would take off, because an airplane is propelled by engine thrust, and the wheels play no part in its movement. My only confusion is if it is actually possible for the conveyer belt to actually spin the same speed as the wheels. I think once the plane starts moving forward (when the engines power up), the conveyer will have to spin faster to account for the movement, which - if it happens simultaneously - is an impossibility. (Because it has to spin same as wheel spin + airplane movement. And as the conveyer spins, the wheel spin increases at the same time. So it is essentially impossible for it to spin at wheel spin speed + airplane movement.)

The belt is irrelevant because the wheels are doing nothing. The belt may or may not move.

-1. The belt is almost a non-factor here. Imagine if the plane had no wheels. The thrust of the engines would still make it take off. Perhaps the bottom would get damaged, but in this case, the wheels can serve as ball bearings to minimize friction.

There is airflow under the wings, because the plane is moving.

The thrust creates movement against the air (not against the ground), which causes the plane to move despite anything happening with the wheels. Once the plane picks up speed, there will be lift also.

Therefore, I'd word it differently to make it a bit harder, more "riddley", and throw people off.

What has 4 letters, sometimes 9, but never 4.   (since 'but will never have anything other than 3.  IOW, play off the 'but', not the 'never'!
This won't work if you ask the riddle verbally, because butt does have 4!

Took me a minute. I probably heard a similar question (ice to water), though I don't think that specific scenario.
There are a hundred quarters on a table, 40 heads and 60 tails. You must make 2 groups with all of the quarters with each group having the same amount of heads. You can't see which are heads or tails. How do you do it?
Take between 1 and 99 quarters, along with up to 20 (hopefully not bloody) heads, and use that for your first group. Then take the remaining quarters and pair them with the same number of heads as the first group.
Wash your hands very well when done.
