I can verify that the guy on the FT thread is indeed very reasonable. His reading of the statutes was $25,000 per violation, with three potential violations of DoT regs per cancellation. Not a "cap" of 3 violations, just that there could potentially be three separate violations per cancellation based on these facts. Again, I can verify this gentleman's brilliance.
Edit to add: That's UP TO $25,000 per violation, so basically totally within their discretion.
The DOT hasn't yet reached a conclusion, but the maximum penalty per violation — in this case, each ticket sold by United counts as a separate violation — is $27,500. The government has wide discretion in what amount to actually fine, however.
