Read the actual executive order 202.17.
"any individual who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or cloth face-covering when in a public place and unable to maintain, or when not maintaining, social distance."
Legally, anyone can walk in the street without a mask and when stopped simply say that he can't medically tolerate it.
if it says on the ticket mayors order when it actually means the governors order isn't the ticket void?
In NYC this means a dismissal.
It can technically be reissued, but its NYC, so it most likely wont happen.
All they need is a number of citations that were issued, it's all about the optics.
