Spam filter is on but they randomly spoof numbers and I assume it therefore never gets registered.

If you screen calls but don't answer, are they able to leave voicemails?

I think it gets sent to voicemail if you decline it.

just tried logging in and was told my google voice account is suspeneded

Try logging in from a computer with an American IP and see if it gives you options to send them a message

They allowed me to send an appeal but said I violated there terms of service cuz I didn't use it in 3 months

Disappears just like with any carrier you’d do that to, why otherwise?

Any other carrier it can just be added as a second line. When porting GV says:

You can use the porting number to replace your current Voice number or make the current Voice number permanent on your account in Settings after number porting completes

I'm not really sure what that means. Can I have 2 numbers on my GV account?

You need to Unlock the number (in Settings right beneath the number) for a $3 fee, then you can submit the port request with T-Mobile using the number as the Account Number and Voicemail PIN as PIN
