It's used plenty. Sure, not by most, but I heard it a bunch of times this week from run of the mill Lubavitchers. Not unheard of in the slightest.

Is yahrtzeit not used for the last Lubavitcer rebbe in particular or not used in Lubavitch on the rebbes altogether ?

In general, Yom Hilula is used for the Rebbeim.All of the minhagim (and marching orders/inspiration) that we have for gimmel tamuz came from what the Rebbe said and did for yud shvat for the Frierdiker Rebbe.

I'm curious, when there is no נ״ע/זצ׳׳ל after the Rebbe's name does it mean it's Meshichist material, are they trying to be neutral or this is how it is universally?
Would a meshichist publication say that he's buried in New York and died in 1994?
