I don’t think that’s viable with what he says.

He writes the נרו עלי ראשי is roshei teivos נער. So that already includes the pre milah Jewish child. The next part is coming to be mosef, so clearly it’s referring to non Jews.

Just found it. Two brothers got into a major fight, and one made a neder to never look at his brother again. When the brother died, he wanted to go to the levaya. The Nodeh Be'yehuda was matir it, saying that it's not called seeing his brother.
