There is another perspective that I don't think was brought up.
In a shaas hashmad, when the powers-that-be are deliberately trying to skew yiddishkeit, you are obligated to give up your life even for a minhag (according to most). That being said, is it possible that the Eidah considers this a deliberate attempt by the Zionist government to impede on a minhag, which would then mandate that everyone go DESPITE safety risks?
Again, I don't think they don't care about safety at all, put perhaps they pasken that in this case people must go even if there is a safety risk?
(NOTE: I did not hear this angle from the Eidah, or from anyone else. It's just my thoughts.)
