There is another perspective that I don't think was brought up.

In a shaas hashmad, when the powers-that-be are deliberately trying to skew yiddishkeit, you are obligated to give up your life even for a minhag (according to most). That being said, is it possible that the Eidah considers this a deliberate attempt by the Zionist government to impede on a minhag, which would then mandate that everyone go DESPITE safety risks?

Again, I don't think they don't care about safety at all, put perhaps they pasken that in this case people must go even if there is a safety risk?

For an official statement that's pretty radical. It's a criminal offense to be on the mountain without a ticket. The police have prepared for hundreds of not thousands of arrests.

Many disagree. Overall, the Brisker belief is that a primary goal of the Zionist government is to destroy yiddishkeit, and they use their power to try to make frum people stop doing mitzvos. I don't know if the Eidah's shittos are the same, but I know they are somewhat aligned.

And to prove this, look at some of the seemingly senseless things they implemented, such as only one fire. Also, the people making the decisions have a history in trying to mess with Torah values.

Most shittos say that in a shas hashmad, even a minhag becomes yeharog ve'al yaavor. The case of the gemara is the color of a shoelace, which also does not appear in halacha. Going to Meron on Lag Be'omar is probably no less a minhag than that.

According to the Police Meron is now at full capacity. They won't let people in and all busses will be stopped at the intermediary stations until people leave.
