My guess is that it was under Trump, which is why the pullout was delayed and didn't happen under him.

A month ago Biden was saying publicly that the Afghan army/government would have things under control and the country would not fall to the Taliban. It is revisionist history for the administration to claim that they always said this would happen but they just thought it would take a few months longer.
