Looks like an oxymoron to me. If I get what you say is that although halachically a treifa cannot give birth, the fact today is that they do give birth, so we cannot halachically establish they were treifa before giving birth. (What about if we make an x-ray and see that tarfus before giving birth is that still the case?). Anyway, those who actually gave birth will get that tarfus pass, but why would we assume that they all gave birth if we don't establish that first. Until then we should be bound to the vadai treifos percentage.

However, double checking it seems that for vadai treifos we do not rely on the fact that they gave birth, only for sfeikos. Therefore this idea won’t get us very far unfortunately.
