I'm not sure what your issue is here.
If X determines Y, then Y is dependent on X. It just depends is determined by which direction you're looking from.
If "X determines Y" is true, saying "X depends Y" is wrong.
If, for example, the number of blue cubes you have determines how many cards you draw, and you say,
"Depending on how many blue cubes you have, depends how many cards you draw," you're not more
grammatically incorrect than "X depends Y," but you're more annoying because it seemingly hasn't occurred
to you to wonder whether it makes sense for the same word to belong in both those places in the sentence.
