So is it clear that the Chofetz Chaim permits it in a case where it would damage others (and there is no real toeles)

And they may not.

Remember, in the times of the Chofetz Chaim, each town was often it's own world. Saying lashon harah in one town would often never reach another town. In our case, we are talking about writing something that can be seen anywhere, and much worse, it can be seen in 10 years from now.

Someone went (undercover) to commit many despicable sins.
There are no indications that people who learn lots of Torah, or who are related to those who learn lots of Torah commit sins more than others.
But people who very publicly transgress the Torah, while insinuating that that should be accepted in our community- they AND their actions should be publicly condemned.
