Except vehicle needs to be registered in NJ so NJ can easily find out when registration changes if they care.

Transactional detail without a warrant? No

Very easy for NJ to flag Bolts that received NJ rebate and change registration. Worst theyll do is ask for prorated money back, so may be worth the risk.
