I don't know what you mean.
Israel can't say what their strike assessment is, and I understand that. Is the assessment 1 terrorist would be killed and 500 civilians or 500 terrorist and 1 civilian. Those are extremes because your next question will be what ratio is immoral/moral.
I would never want to make those decisions.
So if the terrorists are effective in setting up a lot of human shields, and it drives the ratio of enemy civilians* to terrorists up, should the terrorists have immunity and be allowed to continue to slaughter Israeli children?
*I call them enemy civilians because they are the civilians of the enemy government, just like the residents of Germany during WWII.
