thats a hard statement for me to understand. not to bash, but if someone did such a big aveira against the public, how can there ever be a complete teshuva? same question w nevuzraden (could be im mixing it uo w someone else). he was megayer and did teshuva. but how could he have done teshuva if he killed a tremendous amount of ppl? how can you do teshuva for killing ppl? there is no mechila...
We simply don’t know the mitigating factors that play out up there in deciding a persons culpability, nor do we we know the metrics used. For all we know someone who was medakdek in all the chumrahs in kashrus and even saved the public by exposing mass kashrus fraud yet was a בעל לשון הרע ומחלוקת will come up there to find himself looking longingly at the relatively lofty level of the one who fed people treif, even before factoring in teshuva.
Not everyone even has the same level of bechira to begin with as the מכתב מאליהו and others point out. One person brought up as an uncouth am haaretz placed in communist Russia may be faced with the נסיון not to pickpocket, while the idea of sitting in front of a sefer is not even part of his bechira. Another born to a family in בני ברק has zero temptation to pickpocket and therefore zero reward for not doing so- his nisayon may be refraining from batteling for 15 minutes a day while learning. The same goes for life circumstances and stresses that impact a persons נקודת הבחירה. It’s easy for us to condemn without really knowing exactly what what expected of him at that moment.
According to one opinion in the Gemara דוד המלך and to a certain extent the דור המדבר were actually handed a נסיון they were never intended to overcome. They were meant to show the power of teshuva to the world.
There are just so many factors and חשבונות that teshuva is not always a simple equation that we can calculate. only Hashem himself knows where one is holding and what effect his Teshuva has.
Then there is the public humiliation and בושה which can have an incredible affect on one’s slate up there. Chazal tell us כל העושה דבר עבירה ומתבייש בה מוחלין לו על כל על כל עונותיו.
In short there is no way for us to know.
