Not a word about building in existing settlements. No official policy on settlements.
This rolls back Obama, it even rolls back Bush. No President has given Israel such carte blanche, he just doesn't want the public announcements.
It's a broad acceptance of settlement building. It acknowledges that settlements have no impact on the prospects for peace, just that they don't advance peace.
In fact, it's so broad, the media is forced to pretend it didn't happen.

It was definitely not a smart move for the Israelis to do quickly make a show out of how they are building new settlement new that Trump is president. They, like others, are treating the limits of what trump will tolerate. They need to keep in mind that Trump thinks he will bring peace to the universe and this undermines that. Even so it was a much more benign statement than those made by previous presidents.
