I’m in Albany now, where would I travel up to 2.5 hours for a decent chance of clarity?

Plattsburgh could go either way. Highgate, VT has a slightly better chance. If you don't want to worry about it I'd suggest driving the extra 1.5 hrs (hopefully) to eastern VT, such as Newport. Mostly clear skies predicted there across all models.

Cleveland is looking better on the short term models with pretty low cloud coverage and even lower cloud thickness. Going anywhere within a reasonable driving distance is basically rolling the dice so I would stay put unless you want to monitor real time satellite and make a last minute move.
