While it may be "the rebbe's schunah" real chabad is not there it's with the shluchum.
I personally see that as a major misconception, shlichus is only one part of chabad. People think that Lubavitch have left the Torah world but they're still "okay" because the Shluchim do wonderful work. If you would only watch videos of the Rebbe's Farbrengen's, learn the Rebbe's Sichos, read the Rebbe's letters etc., you would see how much the Rebbe Shturemed about Limud HaTorah Bishkido VeHasmada.
And yes, although it doesn't make the headlines in the frum magazines and websites, there are countless Talmidei Chachamim in the world of Chabad who can have an equal conversation with counterparts in the Chassidish and Litvish crowds.
