Apparently in Lakewood they also don't think it's a sha'as sakana , based on all the chanuka decorations in the windows and yet most still light inside. The rational to light inside is that nowadays regardless of salaam, the ikar persumei nisa is for bnei beiso (see mg"a and m"b hilchos Chanukah) the rational to light by the doorway inside is still to be surrounded by mitzvos.
There is a difference between lighting inside by the windows, and outside. Virtually noone in chul lights outside.
There are many reasons why we don't light outside in America. Most poskim explain that we are still in somewhat shaas hasakana, so the takana to light only inside is still in affect. ie. There is freedom of religion, but no need to rub their faces in it. Or because it rises their ire, or because it can cause a fire which can raise their ire, or because it could attract thieves. Etc etc.
