kosher does not mean mehadrin!

The reverse is also true.

art meat , el gocho (ramat gan ) also there is one by the pier in tlv by the volleyball court forgot the name , these are all meat restaurant. 

IIRC, artmeat was reportedly not mehadrin nor open anymore.

I found it now:
deceptive advertising.  it says the restaurant is rabbanut, the meat is machpud.   ie, you're eating under rabbanut supervision

I was planning on eating in Art Meat; tried calling the line is disconnected and when I passed by the place looked dead.

It's under regular rabbanut. I was told by a prominent rov from Tiberius to stay away. Most people hear the same. Though either way, pretty much all religious people stay away from all regular rabbanut meat restaurants.

Read some reviews online people say its not what it used to be years back nothing major, so not much mehadrin selection in tiberias

That does not mean its a good hecsher a lot of Americans go to Israel and they say oh it's says kosher so it most be kosher like in America , but we all know that it does not work that way in Israel ,so seeing people in just places does not justify it for being KOSHER.

Plenty of frum jews eat in Dunkin Donuts in Flatbush. That doesn't make the hashgacha reliable
