IINM, the new property in Jackson is only for the new Cheder (and soon to be announced new Bais Faiga). I don't think the old schools will be moving.
Though it does make sense for him to move Bais Faiga, as it's in separate buildings now.
If that is true it would actually be a help. Jackson drivers spend far more time, and therefore contribute much more congestion to Lakewood roads than those in Lakewood with a shorter commute to school.
In fact the greatest contributor to the crazy traffic on Lakewood roads at this point is likely the thousands of Toms River and Jackson residents who are on Lakewood roads each day utilizing Lakewood’s schools, shuls, botei medrash, and shopping. What is desperately needed is for infrastructure to be built in those towns that will serve most of the needs of the residents there, as well as some on the periphery of Lakewood, taking thousands of vehicles and buses off of Lakewood roads each day.
