I heard that from him directly, as well. But there is a vast distance between that and calling R' Shlomo Zalman's Psak, no such thing.

I assume when he said

something along the lines of “There’s no such thing as holding you can open bottles”.

he meant that the guy you're asking doesn't personally "hold" that way, rather is being somech on the opinion of someone else.

There are Rishonim that explicitly say to say it מוצאי שבת , and it seems the Arizal and בעל שם טוב said it then as well.
Rav Moshe says it isn't considered a legitimate minhag: (he’s talking about the very scenario described in the OP)

although he doesn't seem be a fan of the minhag. Interestingly though he says that wouldn't work for חול המועד because work for דבר האבד is permitted. However as referenced above we do find that reason given not to say במה מדליקין.

He doesn’t know that, he assumes it. There doesn’t seem to be any indication that it is true.

No he doesn’t say that. He’s differentiating here in that that it doesn’t appear to have been initiated by Gedolim, totally different than nusach sfard.

Causing the lights to go on are presumably a shabbos violation, so there should a חיוב חינוך not to allow him to do so at that age.

It just means there is no electricity storage (AKA battery), it's the energy that is being generated that is being used immediately. I don't see why it would make difference though.
