to use the outlet for a 110 device with a regular plug while skipping the use of the cook top

Don't think you will get an adapter for that. Will need to change the outlet and see if it has a neutral wire in the box.

If your using something with an adapter they usually allow for a 220v input and can make it work

That is 110 to 110. There are different configurations based on different factor. That is an adaptor for two different 110 configurations.

Only on DDF does 24/6 mean 24/5/half/half

why not? Will a regular machine get ruined if plugged in to a 220?

Yes!

Things like phone charger adapters, and devices with power adaptors will a lot of times be compatible with 240v check the specs.

I would put a window unit, but the windows go outward….not up and down….The only solution I have left is to put a portable AC (the one that has the tubing) ….Is there anything I’m missing? Any other ideas? Cause these portable AC are not cheap….

Not an electric idea, but when I had such an issue I built a window (glass and white 2x2s from HD) the size of the gap from the a/c to the top of the opening without the original window. Before I moved out I screwed the original window back to the mechanism.

Maybe try something like this in the register in that room. Ensure you get the right size- there are 10" and 12" registers.

If there's an easy place to open a wall and access a duct, maybe ask an HVAC guy if he'd recommend installing something like this on the duct leading to that room.

Neither of these will be amazing, but maybe they can help a bit.

I did the same thing and was going to give this idea too.

Mine was an awning window. I removed it from the window frame, installed the a/c using a wood cross piece to rest the top against, and then added plexi above it
