"reliable hechsher" is something that has been hotly debated countless times. It would be easier for members to help you if you list the hechsherim that YOU rely on.

What type of place? Meat/Milk? Classy or eatery? (TBH I don't know Netanya but hopefully your answers will lead to more accurate responses.)

Those are stroller accessible? Do you need to book in advance?

You park the stroller at the beginning of the tour and pick it up at the end.
If you are traveling pretty much anytime besides extremely busy season you can book that day, but obviously if you are very scheduled might as well book early just in case.
